Personalmente quando due pg, due nemici o 1 pg e un nemico hanno la stessa iniziativa agisce prima chi ha il bonus destrezza più alto (puoi fare con il modificatore o con la statistica) e se anche in quel caso c'è parità faccio fare un tiro di d20 nudo e crudo ad entrambi, chi rolla più alto agisce prima.

Da quel che ho capito sarà un urban ambientato più o meno ai nostri tempi di stampo realistico, con come sfondo principale una situazione stile "pre civil war marvel". Dimmi se sbaglio @Zael
