No perchè "fixed" è un tipo particolare di raggio diverso da "touch".

Questo lo dice la faq. Letteralmente anche touch dovrebbe essere fixed, essendo che il tocco non aumenta con la progressione dei livelli la sua portata, esattamente come non l'aumentano le emanazioni centrate sul caster.

Il fatto che non la condivida in termini di RAW non significa che non la capisca però in termini di bilanciamento.

Il talento è stato studiato perchè non funzioni su certi effetti. Un esempio di raggio fisso è individuazione del male. Un altro è mani brucianti. Emanazione per partono dall'incantatore.

Se un'incantatrix vuole applicare metamagia agli incantesimi che condivide con il famiglio tramite effetto metamagico, deve usare l'abilità una sola volta o due volte (per sé e per i famiglio separatamente)?

Se ti riferisci alla capacità share spells del famiglio, la risposta è una sola volta:

Share Spells: At the master’s option, he may have any spell (but not any spell-like ability) he casts on himself also affect his familiar. The familiar must be within 5 feet at the time of casting to receive the benefit. If the spell or effect has a duration other than instantaneous, it stops affecting the familiar if it moves farther than 5 feet away and will not affect the familiar again even if it returns to the master before the duration expires. Additionally, the master may cast a spell with a target of “You” on his familiar (as a touch range spell) instead of on himself. A master and his familiar can share spells even if the spells normally do not affect creatures of the familiar’s type (magical beast).
